DEN-13489 IMP: General Implementation

DEN-13035: Update alarm body messages

- A python script developed to generate the Alarms.conf file (which is the alarm mapping for UI App), from the Alarms.xlsx.

- An instruction example has also implemented.

- The Alarms.xlsx example used for this has been kept in here. (can be deleted later.)
